Found out the reason for stuttering frames, bug caused by minions

I made an earlier post today about how FPS felt laggy and every so often the frames would drop 15-20 and every second or so things feel like they're stutter stepping.

It's the minions, whenever minions spawn my frames drop by 15-20, and then when they're walking to lane, I'm stuttering a bit. Only when they're in lane attacking is everything smooth.

I didn't have this issue before, this is completely new and my computer is more than capable of running the game, and I have been for many years.
