Changes for Heim

The last time Heimerdinger was touched was in 4.20 (not including bug fixes) , if I recall correctly. Since then, more than 2 whole years and 2 whole seasons have passed since Heimer has received patching. These changes in 4.20 were basically QoL buffs. This means he was last directly buffed/nerfed in 4.5 Nearly 2.75 years ago. Wow... Since then, so much has changed, but not anything about Heimer. He's filled with bugs that can straight up make him useless (sometimes his ult turret will just stop attacking and sit there).

I also must say he feels extremely like old Katarina; you're either strong to the point where if anyone gets inside your turret range, they die, or your turrets are like nerf guns and they do no damage. Why? Because they do flat damage, which is something that a kit like Heimerdinger's shouldn't have.

Perhaps having his turrets do more damage the longer people stand in them would make him better. (And maybe make it scale off of AP to make full tank Heimer illegitimate).

Overall, Heimer is a champion in which you take turrets at an unprecedented rate because sometimes you need 3 people to stop him, or just... a useless champion.
