Problems with the New 5.17, numbers wise and concepts wise.

Titanic Hydra, Darius, and some of the other Fighters are simply too strong with the new 5.17 patch.
Titanic Hydra has a 10% bonus damage modifier based on maximum health on it's active, this is not that bad until you realize how easy it is to get 4000 health (400 extra dmg on an aoe auto attack reset, meaning you can do about 600 dmg per auto) and that many tanks are very auto attack centric or focused. For example Vi; No longer does Vi get Tri-Force. She gets Cinderhulk, pure tank, and Titanic Hydra. This will hit you for over 1000 dmg in 2 autos, with an auto attack reset, and her extra dmg per third hit. So if she stacks her 3rd hit plus the Hydra's active means you can do over 700 dmg on a single auto. As a tank, that soloes 4 people before finally dying. And this isn't simply just with Vi, Volibear, Aatrox, Nautilus, Sion even, all do higher than assassin level dmg due to this new item. At one point, during the laning phase, you, as the opponent to someone with Titanic Hydra, are unable to face them while trying to farm. Their splash dmg covers almost the entire wave, and they can angle it to hit you at any point. The fairness of Ravenous Hydra's Splash damage is that the range is just barely farther than that of your auto attack, and the active just beyond that. Titanic's is simply too far.
When someone can hit that "I just 1000 dmg in a single auto attack" barrier, it's usually an achievement Either gained through expensive items, or a combination of skills and items. Titanic Hydra is fairly cheap, for it's dmg output, gives great stats for being a bruiser item, and tears through a backline better than rengar. In fact, I have seen people build full tank and add Titanic Hydra on a couple of champions in order to do more dmg than their full glass cannon counterparts.
This problem doesn't simply extend to Titanic Hydra. Many of the bruisers have a place to shine with the new 4 items, and while the others that are there don't have as much prominent effect, some are so underbalanced I almost never see them played, unless with someone who does scaling true dmg, like Olaf. I'm speaking of Sterak's. The problem with Sterak's arises with the fact that it's base stats are quite low, and after taking the prerequisite for popping Sterak, you will usually just die. 50 Extra base dmg is not enough to have a lasting enough effect on the entire fight, and the size makes you an easier target for Adc's to click you and kite you. If I had to say something to Help Sterak's it'd be an increase in dmg, but that dmg drops drastically over the duration.
The problems the new "Juggernaut's" (it's a bruiser, Riot :P) are mild to severe. Garen's new Passive simply either allows him to come back easier in lane, or gives him an extra focus on who to fight. It simply gives him a more reliable execute, and that's fine. Skarner now has map control, which is fine, and Mordekaiser is quite slow to be able to get into melee range, but if he does it hurts a lot, so that's pretty balanced, but Darius is the real problem.
The point of Darius is to be an aggressive, strong, oppressive laner, and a strong force in the Teamfight portion of the game. But to put it bluntly, He heals too much and deals too much dmg. Darius heals 15% of his maximum health per enemy hit with the blade portion of his Q. this stacks up to 30% per person hit. As I've Stated earlier, 4,000 health is not hard to reach, and if Darius heals for 30% of his entire health bar, that's 1,200 HP. Which, although that doesn't sound like much, can make him incredibly dangerous in 2v1, and even 3v1, where he can negate 2-3 abilities and possibly 1 or 2 autoes depending on who he's facing off against. And then this loops back into Titanic Hydra. Simply put, in the entirety of 3 seconds, Darius can Auto, W, Auto, Titanic Hydra active, Q, Ult... You are dead, and he is 30% healthier. And getting his passive to fully proc any opponent is okay with me, simply as he still has to build it up first.
Darius will be simply unstoppable in and out of lane because of this healing. And the worst part is he has very few counters.
I stated above that Vi with Titanic Hydra is too strong because of her Three hit bonus dmg, plus the aforementioned insanely accessible and insanely powerful dmg given. But Vi isn't the only problem. In fact, she's the least of your worries. The biggest problem is the tanks. A tank is defined as someone who drops the ability to do dmg for high utility and the ability to sit in an enemy's face and absorb dmg. Now, with the ability to get 4000 health, Thornmail, and Titanic Hydra, Not a single Physical Damage Dealing champion can face these tanks. Take Nautilus for example. He hooks you- you flash - he ults you - you use a gap closer to get away - he flashes - now you are stuck, and he gets off an empowered auto in 3 different ways, his W, his Passive, and the aforementioned 400 dmg from titanic hydra. You are dead.
