Zilean 5.21 Passive

First board so go easy on me. Zilean's new passive is great up until level 18 where it ultimately becomes useless. How about when right clicking on himself, he takes his stored xp and converts it into ap or overlevels, causing him to gain X amount per level stats. Tell me what yall think.
