At 10 minutes waiting for a match, solo queue normal draft. Pretty sure there is no good excuse

As the title says, this is wholly unacceptable, especially being that I know that the wait will not mean that I will have a well matched team. My last match I had three team mates under lvl 30, and I was the only ranked player at B1. The enemy team had a few mid silvers and a gold 5.

Really, what is going on and when will Riot fix this?
