Should Riot take a break from buffing any and all aspects?

The thinking the past couple years changed from the idea of nerfing champions to balance them with the rest of the field to the idea of buffing all champions so they all are viable.

This isn't working. I remember when they came out and said that was a better approach and many people agreed that it's better to buff champions to compete with the "OP" ones rather than nerfing the OP ones. It feels like it would be better to just nerf champions. Any item there's a problem just nerf. No buffing should be allowed. Like seriously, it's just easier to deal with...
