Lower the Surrender vote to 15 minutes

I think that right now the games tend to be much more snowbally then before. This also means that sometimes, more often then in the past, you'll find yourself completely crushed (or crushing) well before 20 minutes.

I honestly have already seen it all in this pre season. I saw 2 men barons at 20 minutes also.

I don't think lowering the timer to surrender hurt anyone. I prefer to move on to the next ranked game then wait in agony for 5 minutes
