What is taking so long to fix sub rune changing?

The community has voiced this so many times; it's such a small request too and it's not happening.

There's literally no pattern to swapping sub runes, you just click it and hope it changes. I even tried clicking the first rune, in hopes it doesn't change the second and it still magically fucks it up LOL
