Why does most of Zoe's kit offer hefty utility and 1-shot burst?

You can literally chain together sleepy trouble bubbles if you land One. It amplifies the Q, which at that point should be near-impossible to miss. The Q's damage is also amplified by range. Isn't that collective mixture kind of unhealthy?
