20 min lpq

Hello, so recently I was playing a game and my computer decided to be stupid and update the computer while i was playing causing it to close league and restart the computer taking a bit more time since it was updating. When I opened up league again when it finished, rito had put up another client update (to change the login screen back to the one with the spinning cup) causing me to have to wait more. When I finally got in, the game had concluded and my team won the game. When I tried to start another, I was immediately put into the lpq for 20 min. I was not in the lpq before the match and I never had a lpq for 5 or 10 min. Why did it skip immediately to 20?

Is this a bug? I know that i did leave a game so I should be punished but jumping immediately to 20 is a bit of a force...
