Because there's PBE for a damn reason... to test changes. Jinx W doing too much damage? Ratios and/or base damage likely to be nerfed in the coming cycles. There's a lot of unbalanced stuff going through there that doesn't make it to live in the same state, relax. Just cause you dislike Jinx doesn't mean you need to go into a panic because of one buff. Same goes with Lux. Shit, Lucian's ult could crit in PBE for a couple days and that never made it to live.

PBE's not meant to be balanced, ffs. Reactions like yours can only discourage progress through testing.

However, there is also an internal testing that one would hope that changes are tested in before they hit the PBE and the PBE are all things that are being more seriously considered than anything that gets cut before that. However, I'm not even thinking about Jinx W critting. That's fine, whatever. However, Katarina's ultimate cooldown going from 90 seconds at all ranks now to 135-15 seconds depending on rank is absurdly busted. Basically, her ultimate now fully resets on any kill or assist. If that goes through, expect Katarina's pick/ban rate to spike to 100% next patch.

I think all three of the things people are blowing up about (Jinx, Lux, and Kata) will likely get base damage nerfs. Kata is terrible any time after 25 minutes rn (based on win rates), so she needed help there at the expense of early game power. It's the right idea, and if they have to nerf damage a litte, fine.

Same with Lux. Right idea, they might nerf the damage a little to compensate.

Same with Jinx. Fine idea, might need a base damage nerf to compensate.
