NO ZZ'Rot on URF

I couldn't believe it i mean what the problem of playing the game when you cannot even build a ZZ'Rot Portal. I mean i was getting back into the game a couple of weeks was playing Hemerdinger just filling any role except for jg was building ZZ'r Rot portal as my main item than a couple weeks later I played Gnar in URF an the first thing i See is that you cannot build my item i was like Jesus and also my chat was blocked ban But i was like dafug i haven't played in weeks Like for crist sake updated them bugs settings.
