Ashe's Spot in the Meta?

Throughout season 6, Ashe was on the higher side of the adc tier list however received a LOT of nerfs at the end of the season. To be honest I could understand why Ashe was nerfed since she was the Mario of the adc champions. She had everything an adc could want utility, damage, global ult, ect, and was strong in each area. To be honest at the time most adc thought her lane phase was the problem however Riot nerfed her team fight (q and ult) which were reasonable nerfs so she was more of an early game champ however they nerfed her w which made her so effective in lane. She wasn't that strong in any phase of the game at this point however Riot decided to nerf her even more despite having Jinx and MF dominate bot lane at the end of season 6. They nerfed her passive (the magic of Ashe's kit) which in my opinion was way to harsh considering all the other previous nerfs. In my opinion Ashe in season 7 is extremely weak and is not a good choice for climbing the ladder. Ashe is to weak in every phase of the game and has nothing special to rival the other adc's. Some hyper carries such as Twitch beats her in the lane phase while she gets out scaled by some lane bullies such as MF or Jhin. I feel bad for the Ashe mains out there and I believe Ashe should receive some sort of buff to make her special in a certain phase of the game or to be consistent in a game allowing her to take advantage of hyper carries early game or out scale lane bullies. In season 7 if you want to climb as fast as you can there is no point in choosing Ashe when you can pick Twitch, Vayne, Jhin, Jinx, MF, since they are far more relevant and effective than Ashe. (Other adc that are low tier and need buffs are Kalista, Tristana, Kog'maw, Lucian, and maybe Draven). (Urgot needs a rework while Varus just got a new passive so I'm not sure how he fits in the adc meta atm). Please share your thought on adc's because I would like to hear both sides supporting and disagreeing with my opinion.
