In a patch video they said they want to leave Ryze with a perma-root and Zirene questioned it IIRC. They didn't explain why they want such a toxic capability to remain. It has no real counter play, it's rage inducing and feels like bullshit. That's all that matters, even if he was perfectly balanced in terms of ability to win, he'd still feel like absolute BS to face.

Executive decision, I mean Brandon 'Ryze' Beck is the CEO... Yea I have no clue. Ryze was fairly well balanced in terms of win rate in all tiers of play, better than average in high tier play, but still not in the top 10. This just guts him while maintaining his toxic play style. The biggest issue with balancing Ryze's snare is that Ryze snares himself for 1 second with cast times every rotation he casts (w-q-e-q), if his snare is less than this anyone can simply run away. He could be easily fixed this by letting him move during his q though, that would add 1/2 second of mobility for him that they could take off his snare, while still letting him stay in range. I posted about Ryze's balance in depth here, its from several cylce ago but its still relevent.
