Can we add a more strict penalty for people that constantly don't accept queues?

I'm starting to think someone has an anti League bot campaign going because the amount of times I have to click "Accept" to get into a single ranked game has gotta absurd of late.

Been 13 minutes trying to get into a game in the very populated silver elo. That's 2 last second champ select dodges... and clicking Accept at least 20 times now.
