At least make the 200% additional damage block an active. The time of the active should also be reduced from 6 seconds to 4 seconds and the refreshing on takedowns needs to go.
If you are going to attach "moments of power" to items like
then give similar mechanics to the AD equivalent you are releasing
4 seconds is right about 2/3 of a late game teamfight, if not its entirety. Having them passively get the 200% for the entire fight, extending if it goes longer, is absurd
