Okay, so since the Wiki is conflicted on what Whisper actually 'does'...

("Quote" The maximum modifier that Jhin Jhin can obtain has no set limit, as the attack speed component is not affected by the attacks per second cap. The maximum modifier without attack speed is 80%. 40% base modifier at level 18. 40% from critical strike chance (on account of the 100% critical strike chance cap).

Okay so his AS by level growth increases his AD, right?

Attack speed from growth does not count toward Jhin's attack speed scalings as it is considered Base attack speed.

Or not?)

I booted up a Custom Game with no Runes and no Masteries. He's got +1 Bonus attack damage with no discernible source. The only reasonable conclusion I can draw is that his lvl 1 'bonus base' gives him this statistic, but then the wiki is still incorrect on this issue.

Am I missing something here?
