Context for Ryze nerfs?

Making him more vulnerable to unfavorable matchups gives opponents a window to hinder his progression toward late-game carry status, but if Ryze can navigate the added risk, his payoff is the same as it’s always been.
On PBE late game scaling on damage amplification for overload is down. This hits the late game, rather than early, lowering the payoff as well as making it harder to reach that payoff.
Suggested change 40 / 55 / 70 / 85 / 100 changed to 20 / 40 / 60 / 80 / 100. Lowers early game power by 20% while keeping late game unchanged.
PBE: 40 / 50 / 60 / 70 / 80 Early game unchanged while late game amplification down by 20%.
