Lobby report button/menu

Hello Riot Games, I just got in a lobby where one of us got autofilled adc and wanted jungle. Our jungle said no as a normal person but then that guy started flaming him and we ended up with 2 junglers. I dodged but my point here is that you just can't punish people there for their behavior. Before winning the physical battle, you have to win the mental battle, but with toxicity from the first 15 seconds of the game is just too much and the game doesn't feel fun. So Riot, I am asking you for a button/menu where you can report such players because it is just not worthed spending 20-30 minutes with somebody who will just troll and flame.

His name was TESTING SCRIPS so if you can do something I will be very happy about it. He said that this is his smurf account but even if that account is punished for his behavior it will be very wonderful.
