Is RIOT's reports do something ? ( I dont think so )

At last i decided to play ranked , because i forgot what was the feeling to play serously and to see a player that is feeding all game. YEa.. Everyone has a bad games , but there are players that are trying to give the victory to the enemy. We had Rakan support who was going under enemy turrets and stops, waiting to be killed. You know what am i talking about. Right mouse click on enemy mid tower and makes u happy to play this game. We all reported him and i am sure that WILL NOTHING HAPPEN. THAT IS THE AWESOME REPORT SYSTEM. Noone from rioters members will do something. Noone will ask me to give a game replay , screenshots or something. That's why it is better to not play ranked. Just hit gold and leave it. U will get rewards at the end of the year. For the end i want to tell u something "egpharaoh" (his name in the game) - Feed more , do whatever u want , u know that u will have no penalty , only leave buster if u are afking , so just enjoy the games where are no rules , no real penalties !
