Can we get a shorter W CD at earlier ranks?

18 seconds for an ability that you NEED to trade with the enemy, escape, or engage is ridiculous and i think we should lower it at least a little.

Right now its: 18/16/14/12/10 My idea: 16/14.5/13/11.5/10

Now it wont buff her lategame but it will give her fair early-game safety and trading.
