Why nerf Pantheon...

Lets cut to the chase, the reason Riot decided to weaken Pantheon was because with a pretty much full attack speed rune page he could exploit the dragons exceptionally low attack speed by having his passive up all the time to block the dragons attacks enough to be able to solo the dragon absurdly earlier than intended. But why was the fix a direct nerf to Pantheons attack speed and not just increase the dragons attack speed and lower its damage to be the same damage per second while still not letting patheon get away with his shenannigans?

No clue why panth was nerfed, but his passive doesn't block dragon's attack anymore, they made it like a spell

Cause god forbid a champion isn't crippled by a jungle camp on their first back. That would be unfair!

maybe it was for other jungle camps as well?

Probably because they don't want a jungler who can not only completely go through the early jungle while taking next to no damage, and then also have extremely strong early ganks and dueling on top of that.

"Change Dragon, not Pantheon!" is literally the stupidest thing to do. Changing Dragon effects the balance of tons of other junglers. For example, Amumu would take a lot less damage from a faster attacking dragon than he does now, and Poppy would take a lot more damage. It is much easier, and much more logical, to simply nerf the only offender, Pantheon.
