Mmmm no.
Gives too much advantage. Just by having Ornn, you'd cause your team to gain extra gold and their team to lose more gold on top of the usual snowball a kill gives. Plus having Ornn's passive makes him even better in terms of encouraging a snowball since his team can have just better items.
