Normal Draft question

Not so much a question but more of a realization, but I heard about the changes to the game modes lately and thought I'd retry playing some LoL. I played a decent amount back when Team Builder was around and you only needed to be level 5 to play it. I liked it because I'm not very good with a variety of champs. I only really know a couple.

So I figured I'd play some more and would queue up for normal draft. Really long times and have never gotten into a game. Then I realized, didn't draft have a champ limit you needed? So my question would be does this apply to the new normal draft mode? I believe it was 16 champs, and that could include the free rotation ones.
