TL:DR at bottom Right now we have some issues. Some masteries (non keystones) had to be heavily nerfed, for instance, veterans scars. It went from 4% of max health as bonus health, to 50 flat bonus hp. Old: for 1000hp you get 40 bonus hp. New: 50 flat hp, all game.

Seems pretty ridiculous right? Well my theory as to why this happened is because champions don't really have to commit to their mastery tree anymore and the tiers of the mastery trees are pretty lacking.

The current setup of putting 18/12 or rarely 18/6/6 is fundamentally flawed. The reason why is because any champion could grab their keystone and run to the other trees that have the best mini keystone or 5 point masteries(aka mini keystones being the first and second tiers of the one point only masteries). I'll throw up an example. Veterans scars is now 4% max health. Sounds good right? Well wrong. Now veterans scars is a must have on every tank, you are trading a possible 200 health late game (if you have 5khp. It's about 500g in stats), for a measly 8% bonus on healing and shields. Unless you are huge abuser of shields and heals, it's not going to be all that great to take runic armor. So you have two options A. Nerf veterans scars. B. Buff runic armor.

RIOT has taken the nerf veteran scars approach, but if they don't nerf veteran scars and buff runic armor into viability... Runic armor now has a 16% increase in shields and heals. Now this wouldn't be an issue if champions had to commit to their mastery trees, but they don't. Now ADCs begin to build runic armor and go heavy on lifesteal since they can go 18/0/12. Now runic armor needs to be nerfed, along with veterans scars.

My proposed solution is to make the mastery trees now have an extra layer. This allows 5 point masteries and mini keystones be buffed back up to their original glory, and let the champions who want to go full tank, full damage, or utility, actually get more of what they want instead of getting a mix.

TLl;DR I want champions to commit to their mastery trees so that a certain class can't abuse the masteries of another class. E.G. ADCs taking runic armor if it is too strong.
