Matchmaking system be like csgo's please

If you guys don't know csgo match making system is where it don't let you queue with a lower rank friend unless you have a 5 premade, the reason i put this up is today i saw a level 11 nasus (level 29 game btw) on the other team and 2 golds. We were losing really heavily and we report them afterwards. I also would like to see a report tab for queuing up with a lower level and carrying him/her. Why would I want this? These people are just ruining games for the other team and ruining it for the community. I am a former csgo player and I loved the matchmaking system except for hacker/cheaters and smurfs but we cant do anything about smurfs. Also I been thinking of this a lot but I wish there was voice chat in game like csgo does. I not a csgo fanboy or anything, I'm just saying these things because I would like LoL to be better. Thanks riot if you reply and share your opions about this current situation, please share your ideas on how to improve LoL. And tell me why you guys disagree or agree of what I'm saying.
