Beating the new FOTM Ezreal build?

I've come across this Ezreal build a multitude of times only to lose to it without exception. It's the one that seems to be the new FOTM with Runeglaive, Luden's or Lich Bane. Basically it means his autos and Q hits deal massive amounts of damage, and of course it's Ezreal so he gets a built in flash that also does damage, triggers Luden's and Lich Bane.

I like to play Azir. I'm not fantastic with him, but he's fun so I'm trying to improve, but this is an area that I don't understand what I can do. I can't kill Ezreal in lane, his burst damage trumps my poke damage, and asking the team to gank is, well, unreliable at best again, because it's Ezreal.

So what can I do? How do I maximize my effectiveness against this new build. It should go without saying that Ezreal's burst damage only gets more insane as he gets his items, so this is a question of shutting him down more so than killing him late game (out of the question unless you have a bunch of team support with CC) and since they took away Azir's ability to knock up with his E, that means you are relying even more on your team for CC.

I realize that sometimes the only option is to change champions, but that makes the game much less fun and means I probably will just stop playing until the trend dies like it does.

So what can the Emperor of the Sands do to silence this insolent upstart explorer?
