Why can't i gift Boosts?
Since your leveling system in this game is ATROCIOUS and nearly every friend i have brought into this game quits before 30 due to the leveling/ip system, why not?

I'm guessing you want to do it for a smurf. I think this because a new player isn't going to want to start playing and play ranked right away. Chances are, they won't even know what it is. So, the leveling system is just fine to them. Makes no difference.
Exp boobs are just bad because then people get to level 30 way too quickly and are not ready for ranked. Then they get bronze and cause players that are trying in bronze to lose. It also discourages people from making 100 accounts, which is a good thing.
To be fair, going from 1-30 is miserable even for a new player learning the game. It's silly that you start without access to T3 runes in addition to the ridiculous expense of buying your first couple pages (let alone any subsequent ones) just for the game to become 'playable' as a level 30. I can understand buying champions, but the requirement to buy runes for at least your first 2 pages is absurd, and it takes somewhere close to 2 months just to get to level 30 if you're playing a reasonable amount.
