Ryze needs yet another rework (not just memeing)

Ryze isnt just a difficult champion to play. He's just straight up bad. The reason is because he's impossible to balance. Thats 2 failed reworks in a row. Sure ive seen people absolutely popping off with him. Itve even been there myself. Whenever this guy is usable,he is to powerful in higher elos. He's even worse than Azir. in solo queue and lower elo's, his ult is trash. Nobody will cordinate with their team members to teleport acros the map to set up some cool teamfight where ryze teleports amumu into the enemy team while they are attacking your team to stun all of them and get the adc or midlaner. If thwy were premade or in diamond, then maybe. I however do belive he should keep his rune prison and it still roots instantly just so champions like fizz, yi, and xayah cant dodge it. He either does too much damage or not enough. He also takes ages to scale. By the time everyone else is destroying,ryze is still trying ti get all of his items. seriously. 1 e q can do 1000 damage late late game but your lucky enough if you arent feeding by then.
