Leavers

Through all the toxicity that this game is plagued with there is nothing worse than someone who just rage quits a game because they lose lane. surely leavers need a more severe punishment seeing as it ruins the game for the rest of the people who are then stuck in that game. Or they could just implement a system similar to dota 2 where if someone abandons the game then the rest can leave with no penalty. while I do realise that the 15 minute surrender is put there for cases like this, I don't feel it is effective as in most games someone in the lobby will vote no to that vote which then just holds the game for 5 more minutes than is needed.
