@Riot Can Viktor Get Compensated for Rylais Nerf?

Can get some compensation buffs? He's been really hard hit by the nerf to since his whole kit is so dependent on this item to land good damage. Its especially hard to get the Aftershock damage and the Ult damage ticks now. I see that the rework wanted to create a bit more team dependance for him but I think without the old , he feels a little gimped now.

He's also really struggling in this Lethality meta (its really scary being a Mage with no instant CC in a lethality meta). Furthermore, he's out ranged by most mages.
