Do Lootboxes always give the Permanent version of Ultimate skins now?

So..... was trying to get the last Gemstone for a Hextech Poppy today...

and I rolled some of those garbage 520 RP Skins....

And along with a Hextech Chest and Key..... up popped Spirit Guardian .

(I'm kidding. I know that it's the result of rolling 3...... but omfg that's a pretty rare occurrence)

All Ultimate skins accounted for now :S

Now.... if only I could get back into playing Udyr....
