Riot, Why have a delay on Thresh Q when he doesn't have to face the direction of it?
Any particular reason at all? I ask because this is very frustrating to play against. This is not necessarily Thresh QQ, I'm fine with him except for this (little, but makes a HUGE impact) caveat here.
Think about all the delayed / charged skill shots in the game. I think of

I'm probably missing others, but lets stick with this list.
ALL of these champions have to commit to the direction that they use their ability in. For example, when you see Sion stop and charge his Q, you KNOW where exactly the area of effect is and where you need to go to avoid it. All of these champions follow this rule (except for maybe Vi, but I will talk about that later). They may be able to move while charging it, but at the end of the day, when they release the skill shot, they are facing you.
Imagine an enemy Ezreal for instance. You are both in mid lane. You see him cast his ult - he is facing top lane to probably snipe someone there. But at the end of his cast, his ult actually flies right toward you and hits you. Does that make sense?
The only exception is Vi Q, she can move while charging it and doesn't have to commit per se, but this is unique in that she is the skill shot herself. It is also much shorter range than anything listed here, and carries more risk with it.
So why doesn't Thresh? If you don't know, Thresh assumes his last directional input as he throws his hook, which not always the same direction of his Q. In fact, Thresh can be facing behind you and yet still throw his hook out toward you. WHY? It lacks clarity and kinda removes the whole point of the windup time. You have to dodge it by how it moves once in the air, and it's basically any skill shot without a delay at that point. It gives him a lot of Invisible power he doesn't need.
