I've seen him in the jungle do well if he's left alone to farm forever. However, I feel champions like this win because their team can go even or win anyways. I don't see them come from behind.
Play him in the jungle, use AS runes, start in he rocks, just watch how the Jungle Monsters dont even touch you and you get a clear speed that is faster than rengar's

The flat minimum damage on his W made his laning manageable if you don't play like a goon. He is very strong in my opinion. Max w and E first and you're set. He is strong now and he really needed the buffs because he was useless before. I don't know if he's TOO strong yet but he is good. He's hilarious at 5.0 Attack speed. Good luck attack-moving at 5 autos per second.
He's pretty solid at this point. Regardless of his strength, though, I'm still not sold on him being 'THE late game hyper-scaling sustained damage threat'. I think he could use some work in that regard.
Keep in mind, Kog's win-rate is high due to a combination of him being super niche and getting played mostly by people with a ton of games on him. I suspect people are starting to get a feel for the types of team comps he's good to pick into, which is exactly how a niche champion should work.
Now, if Kog had a pick rate like Graves combined with his win rate, something would be wrong.
He scales up much faster and can trade back. I think it's the wrong direction because he's supposed to be a late game carry. I'd rather they buff some ratios instead of letting him scale so quickly. I don't want yet another mid-game carry and if they keep him this way, they'll probably nerf his late game to compensate for the improved early. A much better solution to his previously weak state was to improve something that both AD Kog and AP Kog want and make him viable in both lanes again. This just pushes him more to the ADC role than ever. My thought are here.
BTW: The other reason he has a high winrate is that he doesn't have the same difficulty as pre-rework once he gets items. You can't even attack-move at that point.
After a bit more fiddling-
Swapping Kog's attack speed over to his W has given him access to too much power too quickly. Riot should probably move his attack speed back to his Q and then assess the situation from there.
Also: Build Mallet on Kog as his third or fourth major item. One of his biggest weaknesses is people just walking away when he hits W. Mallet gives Kog some much needed bulk and forces many champions to slug it out with him (and lose) or flee (and get chipped to death). Kog has a lot of weaknesses, its a good idea to patch those up with his build.
ive been seeing a lot of voidling, and his laning phase is actually pretty good given the right support, like janna or braum.
Jungle Kog is pretty fun, but it's incredibly fragile. If you can afk farm and no lane feeds horribly, it's great. But if you get invaded at level 1 or 2, and people like Nidalee/Xin camp your jungle, you're toast and irrelevant
