Why do I get matched with first timers in silver?

So why do I see first time players in silver when thats clearly not their skill level. For example in my last match I had a Heimerdinger who just spammed summoner spells for no reason and didn't buy items at start and also went 0-11. I checked his profile to see that he is unranked in solo/duo and B5 in 3v3... and I'm silver3. So why do I get teamed with someone who is bronze 5 skill level. In my opinion every new player should start from bronze5 because no one who has only played for 30 levels is good enough for high silvers even if its "low elo". I remember when I was new to the game and I got placed to S4 and I went 0-10 in every game and everyone flamed me and it almost made me quit the game. So why can't Riot fix their ranked system so the beginners can have fun and the "more experienced noobs" could have some fun too. Everyone wins here so why not just do it?

you got matched with him because solo/duo, flex 3v3, and flex 5v5 all use separate MMR sets. therefore for each one it starts you at baseline MMR. also you have to remember, the "level 30 aren't good enough for silver" argument only really holds true for completely fresh people who have never played league before and just hit level 30, and plenty of players, waited a WHILE before even trying to touch ranked, so it therefore wouldn't exactly be fair to place them at the exact bottom, despite them being more then able to perform better then their current division.

low silver is the average skill level of most players, with silver 3 being the exact middle-ground. therefore its the best place to test them, because you're either better then 50% of players, or worse then 50% of players.

silver is the average player level. of course new players would start their promos at average.

First timers in ranked is a thing. They placed into high bronze or low silver. gg
