About the Ryze nerfs on PBE

It's about time.

Ryze has been in a strong state since the current VGU, and I'm surprised it took nearly half a year to finally put his numbers down. Because with this rework, Ryze is more than a ball of stats, and brings utility to his team now (with ultimate). Ryze will still do fine. I will still play Ryze, even after all these years.

I made a post months ago to not buff him yet. But I'm not some sort of sick virtual-masochist who enjoys reading nerfs to my main. If any person on the balance team happens to stumble upon this, do NOT let this turn out like last time. Dread of patch after patch. Keep it reasonable.
