Why is Staff of Flowing Water the only BM item in the Item sets?

I heard this item was mentioned in the "new" items for the pre-season, but I don't see it on the game, neither it was mentioned. To be honest, this item helps alot for roaming supports and roaming mid laners. Can this be added to the pre-season?
