It might just be me, but Ziggs Ultimate seems incredibly broken. I recently played vs hm, and even before he was fully built, it was hitting 700+ dmg. Now, I don't have Ziggs, so it might be SUPER hard to hit, but to me it seems like a massive AoE with way too high damage.
If he did 700+ you're building no MR
It does a bunch more damage if you hit it right in the middle, which is pretty hard. I'd guess that that's what the Ziggs was doing.

But dodging that thing can be pretty hard sometimes. But you can predict it super easily, so you can be mostly out of the middle when he casts it.... food for thought.
