Are things really going to change with the changes to masteries on pbe?

It just doesn't seem like it. Everyone and their mother takes Thunderlord's and the damage is always there and reliable. No buildup or anything. ADCs and supports take them and do enough damage early game you're at a disadvantage if your bot lane didn't take it. It just seems like a good mastery all around.
