Shacos clone does not even apply pre-stacked Rageblade

I assumed that the clone would not build the stacks on it's own, but would apply the on hit magic cleave if the real shaco had already stacked the rage passive.

I feel like as an on hit effect shacos clone should be able to deal the on hit magic damage if the real shaco has it stacked.
