Ban new champs from ranked for 2 weeks.

Let's be honest, when a new champ comes out, people lose SO much lp from people going straight into ranked. This isn't just from Kayn. This has been so since the beginning. 2 weeks gives people a chance to ACTUALLY LEARN the champion in norms before going into ranked. Nothing is more irritating than back to back to back (etc.) games of people feeding on new champs in ranked because they have no idea how to use them yet. We shouldn't have to waste a ban on a champ that just came out because we fear to have them on our team. This would make such a HUGE impact on ranked for people trying to climb when that new 0 knowledge champ comes out.
