Fortification is a buff that top and mid lane turrets have that reduces the damage the turret takes by 50% for the first 5 minutes of the game. Pretty simple, does its job of making it harder to take turrets too early. Of course, then turrets aren't very difficult to take after that, limiting the usefulness of things designed to help take turrets.

Meanwhile, bottom lane turrets don't have fortification because when they did, it created a very stale lane swap meta that nobody really liked. Problem is, now that first turret gold is a thing and the bot lane turret is the weakest one on the map, we have a heavily bot lane focused meta that nobody likes either.

So, how do you solve these problems?

  • Give bottom lane a modified passive called Reactive Fortification, which grants Fortification's damage reduction effect if three or more enemy champions are nearby. This leaves the turret as the weakest one on the map still for the duo lane, while allowing it to not fall like a house of cards after one successful gank.

  • At the 5 minute mark, Fortification effects are reduced to 20% damage reduction instead of ending completely.

  • Reduce the damage on the Demolish rune slightly and give it the added effect of temporarily disabling Fortification on the turret. Give the same "temporarily disable Fortification" effect to Ohmwrecker's active and Rift Herald's head smash attack.

  • Reduce first turret gold bonus from 300 to 150, but have it scale up to 300 over the first ~12 minutes of the game.
