Level Up Capsules bugged or RNG.

Recently as I've been levelling up I've been getting one chest per a level, until now. Im not sure if RIOT has something in store for later on levels but as of last night I lvl'd up to 38 and got nothing as a reward personally I find that kind of depressing as I am 1000 blue essence away from Zoe. Personally I liked the old IP system better for the sure fact you got a set amount per a game but either I have been scammed by RIOT or they just don't give enough thought into putting time into the game to actually get anything out of it. I know I am not no lvl 40 or higher for the main reason I have been busy with work but for the time I do play league i'd like to not feel completely ripped off, despite spending a large amount of money on the game which I already know isn't exactly worth it.
