Match making for low levels!

I don't understand why level 30s are allowed to join matchmaking with low levels who can't even buy tier 3 runes, I definitely can't understand them being allowed to be high elo. This is literally extremely discouraging, I know riot wont listen because they'd rather worry about how their client looks more so then they do for low level bracketing but can you guys at least change the damn match making. It isn't fair laning against a high elo player whos level 30 when you've barely had flash for a few levels....Especially when you're the adc and your support can't supp worth a crap...That's bad enough as is. It's even worse when you have high elo players at cap level when you don't even have runes yet. Please fix this,This is stupid asf riot,come on now.
