Vladimir now has the lowest winrate top 57/57 and the 3rd lowest winrate mid 46/48

As a season 4-6 Vladimir main, I can confidently say that Vladimir's current state is waaaaaaaaay weaker and less reliable than pre-rework Vladimir in every area. His laning, his lategame, his waveclear, everything. If you disagree, look at his change history. All of his numbers have been trashed. So after countless nerfs, he's weaker than his pre-rework state which had a ~47% winrate, he can't use WotA since it was removed, his efficiency with Rylai's was basically halved or even worse since he has a low cooldown single target ability, and absolutely everything is weaker besides his ultimate which now heals (still a net loss considering how weak his Q and E are now).

If he needs another rework, he needs another rework. He's supposed to be a mage juggernaut that has trouble getting to his enemies but can be hell to deal with, low CC, fairly strong teamfighting potential because of his healing, basically the mage equivalent of Darius. Right now he can barely 1v1 most enemies. He loses battles of sustained damage, burst damage, his range is low, he basically has absolutely nothing going for him. I joke that Darius is a better mage than Vladamir because his Q hits 5 enemies opposed to 1 and is in most cases better healing and better damage.

tl;dr Rylai's nerf was the final nail in Vlad's coffin. He is in a pitiful state and needs attention.
