Rolling Thunder and Ruthless predator aplly their CC when Voli/Renek are blinded

By all laws of the universe introduced in patch 5.22 they should helplessly wave their silly paws, shocked by power of the scout's code.

I didn't put this in bug report, because Rolling Thunder wasn't listed in said patch, however I think it is more of an overlook than intended behavior, all other crow control effects tied to empowered basic attack are being denied, it's not like wasting CC is more harsh for Voli/Renek than it is for others. Ruthless predator however was listed, and it can be dodged, so this looks more like a bug.

Should I file a bug report on it or is it all intended?
