Too many account famers on Twisted Treeline

Been playing twisted since before the rework but since the new system of ranked came out a lot of what i can only assume are account farmers are logging into new accounts and using low level scripts to level accounts to sell to players... this is a problem because playing normal 3s is not so much impossible but it is actually beyond boring. I always report people who do it and it is pretty obvious based on summoner spells, lack of communication, and just their game play is quite literally bot like. and where as i can report a toxic player for being toxic and once in a while they get punished. the scipters never seem to get punished as the community generally feels they are having a bad game or they don't know how to play. please riot figure out a way that reporting impacts the game for the better weather it be banning accounts more harshly as scipters profile are pretty obvious like no mastery points when they are lvl 20 or the rate of which they feed games
