Possible solutions from my pov:

item 3109 : Damage transfer passive could ramp up as you spend time in combat. If Locket is meant to be your defense against burst damage, this could be your defense against sustained damage. Thus, give it a range for the damage transfer passive rather than being 12% flat. Also nerf the hp/def on it so it's not as cost efficient in stats as a standard tank item while team fighting. That's ridiculous.

item 3504 : Could stand to have its early game drain nerfed. About 20 hp drained per 100 damage per AA is straight up Blood Thirster levels of sustain in the early game. Part of why we don't get upset with BT is due to when it's built. Feeling that sort of drain power early on isn't exactly everyone's cup of tea. Or they could nerf its sustain outright with compensation buffs to either the damage dealt or the attack speed granted, but I think nerfing its early drain is simpler and more effective.

item 3190 : Not sure what you could do about it, honestly. Locket's been a balancing pickle for a while now. However, it's not as all-encompassing as before so I don't see why people are complaining about it now rather than before when I was the one making threads about it. Tank supports don't really have a defining thing about them to tie Locket to, unlike Enchanters and Redemption. Therein lies the issue with keeping the item viable but not overpowered. Still, I honestly don't think it's op right now, anyway.

Although, with this said, are you sure you want supports to go back to the days of "No one wants this role because we don't do shit besides jack off with these wards in our asses"? The fact that people even notice us and our builds is something that SHOULD HAVE been the case for ages now. We notice other lanes when they build specific items or play specific champs. It should be the same for supports. No reason that now that we're noticing supports on teams, we have to gut them right quick, although I do agree that Censor's early game drain is pretty wild atm.
