My MMR is paralyzing, its like swimming upstream. I get +16 to +18 per win, however lose -21 per lose
I need advice on how to fix this,probably from someone who already had a same problem? Is it better to endure on this account or create a new one?

That's honestly not that bad. I've seen some people complaining that they were receiving 7-10 per win and losing 15-20 per defeat.
I wouldn't really bother creating a new account this late in the season. You've probably spent a lot of money and time on your account and there isn't really any point in wasting it. Do you really want to have to rebuy all of your champions and runes?
MMR is going to be soft reset in about a month anyways.
