Fix LeBlanc's chain length lul

Then the chain activates, roots, and deals big boi damage. NERF THE LENGTH. WE WANT TO BE ABLE TO FLASH OUT OF IT. PLEASE! MAKE IT LIKE KARMA'S CHAIN LENGTH.
